This article defines career development occupations in Canada

The "Canadian Journal of Career Development/Revue canadienne de developpement de carriƩre" Volume 9, Number 1, 2010 published : Rebecca Burwell, BASc, MEd; Sharon Kalbfleisch, BA, MSW; and Jennifer Woodside, BArtsSc, MSc who are reporting on the design of a model for the education of career practitioners in Canada.
This has been a collaborative project that started several years ago.  The first publication documenting the project was in this same journal in 2007.

Here is a summary of the outcomes of the project that I've pulled from the abstract of the article.

"Five core functions were identified and defined: career advising, career educating, career counselling, career coaching, and career consulting. Moreover, several leadership functions integral to the field’s performance and advancement were identified: innovation, education, supervision of practice, systemic change, and management. Ultimately, the framework will help promote quality of service,
professional identity, and professionalism in the career development field."

I paraphrasing the definitions of the core functions and the likely educational requirements below.

"Career Advising" is about giving people information on how to organize a career and opportunities to get ahead.  The advisor doesn't collect personal information but may ask what a persons area of interest is, for instance.  A college diploma would be expected for this job.

"Career Educating" provides more in depth information about labour markets, helping people learn  about finding job and which jobs might be the best fit.  They sometimes have people do "career tests".  Career educators may work with a person to work out straightforward problems in a person's career but they wouldn't likely work with a complicated life problem like "burnout" for instance.  They help people to find jobs, make career plans and keep a job that they like.  These people would be expected to have a university degree in a career development related field although there may be positions for people with a career development certificate.

"Career Counselling"involves helping people with more complicated problems that might get in the way of a person finding and keeping a job.  Career counsellors may help people with issues like family relationships, financial problems and exploring psychological questions with the idea of having their client to become a contributing member of the community. The career counsellors would be expected to have undergraduate or post graduate studies, that is a masters level degree in counselling (or relevant subject area) to do this work.

"Career Coaching" is about helping people to get along and move forward in their careers. The coach would have an undergraduate degree or post graduate degree to do this work.

"Career Consulting" is about working with organizations, typically employers, to help an employee improve his/her skills, how to recruit new people or lay people off.  Career consultants would be expected to have an under graduate or masters level degree to do this work.

This project will tackle the job of designing a curriculum for these different occupations.  So far they have done a lot to give definition to these different kinds of jobs.  The full article from the Canadian Journal of Career Development is linked to this site at the bottom of this page.

One day in November.

You needn't tell me that this piece of self publishing has to date any interest except to a few suspicious readers who have seen my internet identity and might want to check to see: 1.  If I am consistent in my misrepresentation or 2. To see if there are any bits of information about me that can actually be verified.   So far it itemizes my professional credentials with few words unless you wander into my thesis which I warn you, is a hefty size.  If my credentials actually got zapped by some wandering malignancy, this blog would have to likewise evaporate. 
So on to vitalizing this patch of promise.
From here to where? then.  The here is November 8 2010.
The where, I imagine,  might be some thoughts on work, on why we hope, some beliefs about humans I have come to hold.  But I warn you, that I will say little to confound the forwarding of my best foot for I have people to talk to and mountains to climb in the years to come.  I will not burn my bridges with wit where such will yet bite me, as I add to this compilation.  Sober and clean is my intention.
